这两天又有版友再说报名的事情，我重新梳理一遍，把英超规则也补上。

另外标题也把关键词放好，方便版友以后随时查询。

一、规则（一）英超规则——25/26赛季英超官方手册。

1、阵容名单：

A.1.245. “Squad List” means the list of up to a maximum of 25 Players eligible to participatein League Matches during a Season of whom a maximum of 17 may not be HomeGrown Players;

阵容名单是指其中最多17个非本土球员的、最多25个球员的名单，即本土青训HomeGrown球员不少于8名。

2、什么叫关于本土球员

A.1.131. “Home Grown Player” means a Player who, irrespective of his nationality or age,has been registered with any Club (or club) affiliated to The Football Association orthe Football Association of Wales for a period, continuous or not, of three Seasons or36 months priorto his 21st birthday (or the end of the Season during which he turns21) and, for the purposes of this definition of “Home Grown Player”, a Season will bedeemed to commence on the date on which the relevant Summer Transfer Windowcloses and expire on the date of the final League Match of the Season;

21岁之前（注意：没有15岁之后！没有15岁之后！没有15岁之后！）在英格兰或者威尔士联赛范畴内，被任意俱乐部注册三个赛季或者累计36个月。注意，没有外租要求。

因此，马杜埃凯算英超户口本，因为他16岁之前一直在英格兰足协青训。

因此，萨利巴算英超户口本，他18岁就属于阿森纳球员，21岁之前他累计了36个月被阿森纳注册。

3、U21——B名单

Appendix 17Competition Interruption - Squad Management Protocol

5. Further, in respect of any application by a Club to reschedule or postpone a LeagueMatch due to concerns regarding insufficient Squad List Players, the Board will alsogive consideration to:a. the number of registered Under 21 Players (and their relevant experience)available to the Club at the relevant time. Clubs will be expected to utiliseappropriately experienced Under 21 Players. This will include any Under 21 Player who has made a first team appearance for: i. the Club; ii. another Premier League or EFL club; and iii. an overseas club; and b. the relevant position(s) of the Squad List Player(s) who is/are unavailable (forexample, the availability of appropriately experienced goalkeepers).

关于U21球员的使用，英超手册的意思是，为了防止“阵容名单”可用球员减少，导致球队会申请推迟比赛。因此球队可以使用U21，为此球队需要在使用U21球员时提交这些球员以及他们相关的经验。

换句话说，英超对于可以用来补充“阵容名单”的U21球员的要求，就只有字面的Under 21 Player，当然需要球队列举其比赛经验，但也没有哪个球队会从大街上拉一个没有比赛经验的小孩来比赛吧？

所以不光斯凯利、恩娃内里无需占用英超的A名单，赛特福德和莫斯克拉也无需占用英超A名单，可以随时报名。

（二）欧冠规则

这是欧足联官网关于阵容注册的专门说明页面，标题就是阵容、球员注册。

1、A名单

Who can be on List A?

No club can have more than 25 players on List A during the season, of whom at least two must be goalkeepers.

As a minimum, eight of those 25 places are reserved exclusively for 'locally trained players' and no club may have more than four 'association-trained players' listed among those eight places. If a club has fewer than eight locally trained players in their squad, then the maximum number of players on List A is reduced accordingly.

25人的A名单中，必须包含至少两名门将（英超手册未见该规定）。25个名单中，有8个是留给“本土培养”球员的，但这8个“本土培养”名额中，“本协会培养”不得超过4个。

或者说，本俱乐部培养标记为CG，本协会培养标记为HG，外援<=17，CG+HG<=8，HG<=4。

2、所谓”本土培养“是什么意思？

What's a 'locally trained player'?

There are two categories:

1. Club-trained players who have been registered with a club for three entire seasons (i.e. the period between the first and last official match of the relevant national championship) or of 36 months between the ages of 15 and 21.

2. Association-trained players who have been registered with a club or with other clubs affiliated to the same association for three entire seasons (i.e. the period between the first and last official match of the relevant national championship) or of 36 months between the ages of 15 and 21.

15至21岁（起始年龄15岁、起始年龄15岁、起始年龄15岁），效力过完整的三个赛季，或者是累计36个月。

CG就是为本俱乐部效力，HG就是在本足协范围内。（英超认可威尔士足协培养经历对英超球队属于本土培养经历，欧足联不认可）

这就是为什么棍儿，在欧冠规则中，不算 'locally trained player'，不是CG，也不是HG，在欧冠规则中，马杜埃凯是外援。

3、B名单是什么？

What is List B?

A player may be registered on List B if he is born on or after 1 January 2004 and has, since his 15th birthday, been eligible to play for the club concerned for any uninterrupted period of two years, or a total of three consecutive years with a maximum of one loan period to a club from the same association for a period not longer than one year. Players aged 16 may be submitted if they have been registered with the club for the previous two years without interruption.

Each club must include at least two goalkeepers on List A and at least three in total (List A and List B combined).

Clubs are entitled to register an unlimited number of players on List B during the season, but the list needs to be submitted no later than 24:00 CET the day before a match.

21岁前的娃，15岁生日后，连续为本俱乐部效力2个赛季，或者累计三个赛季期间最多只有一个赛季被租借出去。或者说，16岁的娃，之前两个赛季连续被俱乐部注册。

这样的球员，符合B名单要求，就是不占用A名单球员，在欧战比赛的提前24小时提交注册即可。

所以，赛特福德和莫斯克拉，在英超赛程，他们可以不占用A名单的25人名额，而是作为B名单随时上场。但在欧冠，他俩都是外援。因为他俩不符合B名单，想要报名就必须进入A名单，但在A名单里，他俩都不符合本土培养的年限。

06年出生的赛特福德24年夏天来到阿森纳，已经效力一年，再效力一年可以符合欧足联B名单的要求，待到21岁可以符合欧足联“本俱乐部培养”的要求，而04年出生的莫斯克拉，已经失去了成为阿森纳或者英超户口本的机会。

此外，通过欧足联U21的规定来看，逻辑上，萨利巴并不属于英超“本土培养”的逻辑。我现在确实是在说两件事，用U21即B名单的规定来看A名单，我强调的是逻辑。欧足联U21的规定中，排斥了把小孩哥外租获得资格的可能性，换言之，欧足联更重视实质性的“效力”履历，三个赛季外租时间不超过一个赛季。萨利巴是18岁-21岁三年连续外租，他不符合欧足联B名单的要求，如果说过了三年，符合了A名单的“本土培养”的要求，这就不合理了。另一个角度是，如果他可以获得A名单的“本土培养”的资格，假设三年中他都租到了马赛，那么从欧足联视角，萨利巴就会获得英超和法甲双重“本土培养”资格，甚至是阿森纳和马赛双重”本俱乐部“培养资格，这不合理。因此，萨利巴不符合欧足联A名单的“本土培养”的资格，萨利巴在欧战中要使用外援名额。

另外，A名单必须至少两个门将，A+B必须至少3个门将，换句话说，在赛季开始前你注册球员提交的A名单中，必须含有两名门将，以我们为例：拉亚+凯帕。但这是建立在你可以在比赛开始前24小时提交B名单时再报名一个门将的前提下，比如说海因。但是，如果要卖掉海因的话，赛特福德不符合B名单要求，就不能等到比赛开始前24小时再为他报名而是赛季开始前占用A名单的名额。

二、现有阵容门将：1拉亚，2凯帕，3海因，4塞特福德

后卫：1萨利巴，2本白，3加布兽，4廷贝尔，5鸡尾，6咖啡，7斯凯利，8莫斯克拉，9津琴科

中场：1厄德高，2诺尔高，3恩娃，4梅里诺，5苏维门迪，6赖斯，7埃泽，8道曼，9洛孔佳，10法维

前锋：1萨卡，2热苏斯，3小马丁，4特罗萨德，5哈弗茨，6马杜埃凯，7哲凯，8内尔森

目前球队总人数31名。

（一）最小范围排除确定不在阵容计划中的球员

海因、洛孔佳、法维、内尔森四名，去掉这四名球员后，我们还有27名球员。

“最小范围排除”，就是确定不在球队计划中的，上面四个球员上赛季就不在队里。而津琴科还是能用的，基维奥尔就更不用说了。

1、门将位置：拉亚，凯帕，塞特福德，3名；

2、右边卫位置：本白、廷贝尔；2名；

3、右中卫位置：萨利巴、莫斯克拉；2名；

4、左中卫位置：加布兽、基维奥尔；2名；

5、左边卫位置：斯凯利、咖啡、津琴科；3名；

6、6号位位置：苏维门迪、诺尔高；2名；

7、左8位置（或左6位置，不是纠结点）：赖斯、梅里诺、埃泽；3名；

8、右8位置：厄德高、恩瓦内里；2名；

9、左边锋位置：马丁内利、特罗萨德；2名；

10、右边锋位置：萨卡、马杜埃凯、道曼；3名；

11、中锋位置：哈弗茨、约克雷斯、哲凯赖什、热苏斯；4名（不是，3名，想在哈子受伤的情况下给自己壮壮胆）。

3+2+2+2+3+2+3+2+2+3+3=27人。

11个位置，27人。

（二）英超规则下的报名情况。

27人显然超出了25人大名单的数量限制。

1、B名单-5人

我们看看哪些球员符合B名单的规则：

斯凯利、恩娃、道曼三人妥妥符合，塞特福德、莫斯克拉未满21岁，也符合。

因此5人无需占用A名单的25人名额，还剩27-5=22人。

2、A名单中的本土培养-8人

我们再来看看户口本8人能够报名几人：

拉亚、本白、萨利巴、赖斯、马丁内利、萨卡、马杜埃凯、埃泽。8个名额可以全部用满。

22-8=14人。

3、A名单中的外援-14人

14<17，其他球员包括津琴科、基维奥尔完全都可以报名英超比赛。

（三）欧冠规则下的报名情况。

27人显然超出了25人大名单的数量限制。

1、B名单-3人

斯凯利、恩娃、道曼三人妥妥符合。塞特福德、莫斯克拉不满两年要求，无法使用B名单。

27-3=24人。

2、A名单中的本土培养-6人

（1）本俱乐部培养：萨卡、马丁内利；2人。

（2）本协会培养：拉亚，赖斯，本白，埃泽；4人。

相比英超规则的8人用满，缺少的是棍儿和萨利巴。

24-6=18

3、A名单中的外援-18人>17名额限制

相比英超规则下，外援人数多了4个。

还剩18人需要报名，但外援上限为17，需要卖掉一个。

或者，留海因一年。因为海因算本俱乐部培养，可以节省塞特福德的外援名额（三门，对不住了）。这样27-3（B名单）-3（本俱乐部培养）-4（本协会培养）=17人，刚好。塞特福德再呆一年就够连续效力两年的要求符合B名单、满21岁后符合欧足联本俱乐部培养的要求了。

从球队使用球员的角度而言，相对宽松的英超规则没有意义，还是以更为严格的欧足联规则为准。球队也不愿意用只能一个单线的球员，而球员谁又不想打欧冠呢？

所以，不管怎么样，再买人，必须卖人。因为外援名额用满了，而能买得到的本协会培养名额也满了（埃泽）。唯一有名额的是几乎买不到，只能靠自家小孩慢慢成长来填补的“本俱乐部培养名额”。
